Under the new policy, the government will set up a target price for each kind of major agricultural product. Farmers will receive subsidies from the government when the market price is below the target, while low-income groups will receive subsidies when the market price soars。
在新政策下，政府将对每种主要农产品都设立目标价格。当市场价格低于目标价格时，农民将收到政府发放的补贴，当市场价格高涨时，低收入群体将得到补贴。
过去几十年，中国一直采用的是agricultural subsidies(农业补贴)政策。今年，我国正式取消大豆、棉花的temporary purchase and storage policies(临时收储政策)，启动新疆棉花、东北和内蒙古大豆目标价格补贴试点，并决定取消大米的minimum purchasing price(最低收购价)。
依据新政策，政府将对每种主要农产品都设立target price(目标价格)，当市场价格低于目标价格时，农民将能得到补贴。改革的目的是为了建立market-oriented pricing mechanism(以市场为导向的价格机制)。
