In Brussels, European Council president Herman Van Rompuy has said that the decision to hold a referendum in Crimea is "illegal" and asked for a quick withdrawal of Russian forces from the region.
In his statement, he said the EU was suspending talks on a wide-ranging economic pact and on a visa deal with Russia. He also threatened further sanctions if Russia did not engage in talks on the Ukraine crisis.
